BIRTH:  Born on the 20th of December, 1940 in Iwok, Nsit Atai LGA, Akwa Ibom State.

EDUCATION:  

  1. University of Ibadan: B. Sc Honours (Chemistry) – 1967
  2. Post – Graduate Diploma in Education from ABU, Zaria
  3. Member of the National Institute, Kuru, Jos
  4.          Fellowof the Institute of Training and Development, United Kingdom (FITD)

MILITARY SERVICE: Commissioned LT in 1968, and after number of initial military orientation training courses in Nigeria and abroad, he settled into a service that ended a brilliant military career with his voluntary retirement in May 1996 in the enviable rank of a-two star General.

APPOINTMENTS HELD IN THE ARMY: Assistant Director of Army Education; Commandant, Institute of Army Education; Principle General Staff officer, Army Education; Director General, National Youth Service Crops (1984-1987); Corps Commandant, Army Education Crops (1990-1996).

MILITARY HONOURS: Forces Service Star (Fass); Meritorious Service Star (Mss); Distinguished Service Star (Dss)

OTHER APPOINTMENTS: Among other are:

CORPORATE WORLD:

Has contributed in entrepreneurship development and creation of employment opportunities for a number of Nigerians.

Among the companies he is chairman include the following.

-Toprange Investment Ltd. – Corporate Management/Consulting; Stallion Business System Ltd. – Educational measurements & Consulting; Plasto Crown Nig Ltd – Manufacturing of plastic products; Stallion Nig. Ltd – Provision of Internet Services. This is a high-Teach investment, and our Company is the first Internet Service provider (ISP) in this part of the country; Universal Energy Resources Ltd –   An Oil and Gas Company.

Maj-Gen Akpan (Rtd) had always has a concern and burden for the plight of the less privileged and the welfare of his people. In his desire to ensure that youths have access to education, he offered special University Scholarship/Research Grants to undergraduate students in the State. He also institute prizes for the best graduating students in Physics, Chemistry, Mathematics and Education, in the University of Uyo for a period of ten years during his 60th birthday anniversary in 2000.

A born leader, General Akpan has contributed immensely to the development of his people, particularly in the areas of rural electrification, agriculture and water projects. His interest areas are Education, Training and Development, Community and Youth Mobilization.

HONORARY CHIEFTAINCY TITLES: this seasoned administrator, soldier, educationist, leader, businessman, politician and statesman, holds many honorary chieftaincy titles from different parts of the country:- The Unwana of Iwok; The Otuekong of Nsit Atai; The Iberedem of Nsit Atai; The Eduek Ikpaisong of Uyo; The Ada Idaha ke Efik Eburutu of Calabar; The Nta Nta of Oron; The Atta of Ibibioland. His national recognition as a statesmen and leader has also earned him a place as a member of the Mba-Ukwu Traditional Rulers’ Council by the Igwe of Mba – Ukwu in Anambra State, Nigeria. He is a keen Golfer, and is happily married with six (6) children.
